This tutorial will help you make cut scalloped edged paper or element in Photoshop.
Open up the paper you want to cut in Photoshop. Make a new layer above your background paper (the paper you plan to cut), by clicking on the new layer icon in the layers palette.

I want to make a border for a 4x6inch paper. So I will make a rectangle shape. Click on your rectangle tool in the tool bar. Then in the options bar click on the icon for "Paths" as shown below.

I want to make a little larger size than 4x6 so set the dimensions of the rectangle to 4.25 x 6.25inches (as shown). You can get to this drop down box by clicking on the little arrow in the options bar.

Now just click on your paper where you want to cut. The 4.25in x 6.25in rectangle will draw for you as shown. Remember this is only a path so far.

Now the fun begins. We want to brush a row of circles around our rectangle that we made to make it look like it has a scalloped edge. So click on your path tab in the layers palette.

We will now set our brush to get ready to stoke the path. Click on the brush tool in the tools bar.

Then select a size you want. I have picked a 60px size hard edge. (you can find this in the default brushes)

Set the spacing on the brush. You can do this in the brush palette. Click on the arrow on the brush tab and the drop down menu will appear.

Set your spacing how every you want it to look. In my example I have it set at 88%. Then click on the "Stroke path with brush" in the paths palette. You will see that your brush now goes around our rectangle.

Now we want to fill in the rest of the rectangle. Click on the rectangle shape tool in the tool bar. This time in the options bar click on the "Fill Pixels" option. Set the option to unconstrained size so we can drag our rectangle to the right size.



At this point delete the work path by draging the icon into the trash can as shown above.
In the layers palette double click on your background paper (the paper you want to cut). This pop up box shows up. Click on. This allows us to unlock this layer so we can cut it.

With the mouse pointing on the thumbnail with our scalloped edged rectangle, click and hold the control key. This will put marching ants around our selection. Then select click and highlight the background layer. Copy this selection. Then paste this selection. When you paste a new layer will be made with our new scalloped edge photo border.

To see this new photo border. Just click on the eye by the layers thumbs.
